Washington’s Clean Buildings Performance Standard started with large buildings. Tier 2 brings in thousands of mid-size commercial and multifamily buildings.
Who’s in Tier 2
Generally, commercial buildings between 20,001 and 50,000 square feet, and multifamily buildings over 20,000 square feet.
What’s due
Tier 2 owners have to benchmark energy use, set up an energy management plan and an operations and maintenance program, and report to the Department of Commerce. The full Tier 2 reporting package is due July 1, 2027.
Where to start
- Pull 12 months of utility data for the building
- Get your equipment list and maintenance records together
- Put a real O&M program in place. A documented maintenance agreement covers much of it
- Look at incentive money while it’s available
Seattle owners have a second rule
Seattle’s Building Emissions Performance Standard (BEPS) adds emissions limits for buildings over 20,000 sq ft in the city.
